Thank you for your feedback. Since this article was written the percentage of companies with PEs less than 10 in the US has risen to greater than 60.

In the case of the South African market 80 percent of industrials are on PEs of less than 10 and 65% of financials are on PEs of less than 10.

This is deep value territory.
